Sir Frank Stillman Barnard, entrepreneur, politician (b at Toronto 16 May 1856; d at Victoria 11 Apr 1936). Barnard moved to British Columbia in 1860. In the early 1880s he succeeded his father, Francis Jones Barnard (Conservative MP, Yale, BC, 1879-86) as general manager and president of the British Columbia Express Co, which provided transportation and banking services to the interior of BC.

The younger Barnard invested in mining, lumbering, real estate and other transportation enterprises. After serving briefly on Victoria City Council, he was elected Conservative MP for Cariboo, BC, in 1888 and sat until 1896. He was lieutenant-governor, 1914-19, and was knighted in 1918. His younger brother, George Henry Barnard, was Conservative MP for Victoria, BC (1908-17), and senator 1917-45.
