Qualifying in 1881 as Ontario land surveyor, he also obtained Dominion (1882), Manitoba (1882), British Columbia (1891) and Alberta (1911) credentials. Wheeler worked on surveys throughout the West with the federal government and privately. He pioneered in photogrammetry (the use of photographs in surveying), developed by Édouard-Gaston Deville. A co-founder (with Elizabeth Parker) of the Alpine Club of Canada in 1906, he was a tireless promoter of the Rocky and Selkirk mountains and participated in many first ascents.
