T.J. Plunkett

Thomas J. Plunkett was a municipal consultant and professor of public administration at Queen’s University. He led significant commissions regarding the municipal structures of Halton, Peel, Winnipeg and Toronto. During the 1960s and 1990s, Plunkett authored a variety of key publications on municipal administration. He also served as town manager for Beaconsfield, Quebec.
