Thomas Llewelin Metcalf, lawyer, politician, judge (b at St Thomas, Ont 21 Feb 1870; d at Winnipeg 2 Apr 1922). A successful lawyer and partner in a Winnipeg law firm soon after his call to the bar in 1894, Metcalf developed into a well-read legal scholar. At the early age of 39 he was appointed judge of King's Bench, and was elevated to the Manitoba Court of Appeal in 1921. Metcalf was frequently chosen to serve as a royal commissioner; as such, he drafted a major revision of the Criminal Code in 1902. In 1919 he presided at the WINNIPEG GENERAL STRIKE trials. A mirror of the establishment of his day and an extremely able jurist, Metcalf knew better than most what had to be done to secure the conviction of the strike leaders and he did it well.
